seed_default_reviews() — read before go-live

This function exists in core/functions.php. If it writes invented customer reviews into a new site, the second platform would publish fake testimonials by default. In the US that is 16 CFR Part 465, with civil penalties per review. I have not touched it — here is where it is called, so we can decide together.
